I can see the problem faced by St. Mark's which I know of, and if the formula is based on that which was worked out in the early 1990s I know that too as I was on the DBF in Southwark. The very real problem is how to finance a church in some desparately poor areas, without compromising those elsewhere and its a real balancing act. The Southwark formula very commendably took account of congregational income by means of an anonymous survey, and then also levied an amount per member related to income. This is fine up to a point, but there was never a recognition that there was a realistic maximum amount that you could impose on a single parish, regardless of income, or a way of recognising that it might be better to enable it to expand its ministry, for example by the employment of extra staff. On the other hand if you didn't adopt this "Macedonian" approach to a significant degree then there would be a very real issue of the church retreating from the financially unviable inner city. I would be very interested to hear a current Southwark view. Incidentally whilst St. Mark's is rightly cited as charismatic its incumbant is, like the incumbant of Jesmond, a member of the council of Reform, which may have a bearing on the situation. |
